POLICY REFORM AND IMPLEMENTATION ADVOCACY

SAP-Nepal has considered advocacy as continuous process to influence policy makers for policy reform in favor of deprived segments of society. Advocacy for policy reform is a complex process where different actors of civil society can play significant roles. It is the one of the organizations to initiate the debate of internal governance of NGOs through its program entitled Participatory Approach Towards Holistic Development funded by Novib in 1997. At that time, SAP Nepal was one of the first organizations to raise issues of internal governance promotion of NGOs. This program has sharpened SAP Nepal with different features of good governance and with the advent of time, the organization has developed its expertise in the field of Social Accountability. 

During conflict and insurgency period, SAP-Nepal was one of the lead organizations to address the issues of conflict and peace building. It played pivotal role to facilitate dialogues between Maoists and the government. It has mobilized, political parties, media, think tanks for different sectors, academician to properly address issues of conflict. More than 20 publications of different dimensions of conflicts including policy barriers were published and disseminated. Recognizing significant contribution of SAP-Nepal in advocacy campaigning during insurgency period, it was awarded a national peace award by Shanti Anubrata Organization. SAP-Nepal is the first to get such award from civil society organizations for its contribution in peace promotion. 

Apart from peace and conflict, the organization also has experience of advocacy campaigning in the following areas : equal property right to women, multi-model and multi-agency approach in promotion of bio-gas in Nepal, gender sensitive budgeting and policy reform in NGO sector, etc.
